Table stakes is the rule that you play a hand with the chips that were in front of you when it started, and with nothing else. You cannot reach into a pocket mid-hand, you cannot borrow across the table, and you cannot be made to fold a hand you have already paid to see simply because someone has a deeper stack than you. Almost every poker game in the world has been played this way for over a century, to the point where it is rarely stated out loud — which is a problem for anyone learning, because half the rules that seem arbitrary are downstream of this one. Side pots exist because of table stakes. So does the right to call a bet you cannot cover.

At the moment a hand begins, whatever chips are in front of you are your entire stake for that hand. You can lose all of them and no more. You can win from each opponent no more than the amount you yourself have in play. Nothing outside the felt — cash in a pocket, a phone, an IOU, another player's stack — counts for anything until the hand is over. That is the whole rule, and every consequence below falls out of it without needing a separate rule of its own.
Before table stakes, a player with deeper pockets could bet an amount nobody else could match and simply take the pot, regardless of cards. The game stopped being about hands and became about who had the most cash within reach, which is both a bad game and an excellent way to end a friendship. Fixing each player's exposure at the start of the hand made the strongest hand rather than the largest wallet the thing that wins, and made the maximum loss a number you know before the cards come out.
If a short player must be allowed to contest the pot, and deeper players must still be allowed to keep betting each other, then the pot has to be split into a part the short player is entitled to and a part they are not. That is a side pot. It is not an extra rule bolted on — it is arithmetic forced by table stakes. Contributions up to the all-in amount form the main pot, everything above it forms the side pot, and pots are awarded from the outside in.
Quietly pocketing chips while remaining in the game is called going south, or rat-holing, and most rooms treat it more seriously than a mis-bet. Table stakes cuts both ways: the rule that caps your loss also commits your winnings to stay in play while you stay in your seat. Taking a doubled-up stack down to the original buy-in removes from the table money that the players you won it from are entitled to try to win back. If you want to book the win, stand up — leaving is always allowed and is not the same thing.
The stack is fixed for the duration of a hand, not for the session. Between hands a cash-game player can top up to the table maximum, buy in again after busting, or leave. The line is the deal: once cards are in the air, the amount in front of each player is settled and no chips may be added to it. In tournaments the rule extends further, since chips cannot be bought at all outside a rebuy period — a tournament stack is table stakes for the whole event.
"Encryption is table stakes for enterprise software" is not about poker rules. That usage borrows the image of a minimum buy-in and turns it into a threshold — the baseline you must clear before you are in the conversation at all. The two meanings now point in opposite directions: in poker the phrase describes a ceiling on what you can lose in a hand, in business a floor you must clear to compete. If you arrived here from the business sense, that row of the table above is the short answer.
It costs nothing to state the rule at the start of the night and it prevents the two arguments that actually happen. First: nobody adds chips or cash to a hand in progress, so if you want to top up, do it while the cards are being shuffled. Second: when a short stack is all in, count the contributions before the chips are pushed together, because once they are mixed the main pot cannot be reconstructed from what is in the middle. Getting those two right removes most of the ways a friendly game turns unfriendly.
